Birleşmiş Milletler Kadın Komisyonu, dünya genelinde koronavirüs sürecinin kadına yönelik şiddete etkisine ilişkin bir rapor hazırladı. Raporda çeşitli sayısal verilere yer verilirken, aynı zamanda bu verilerin kadınlar üzerindeki hem ekonomik, hem sosyal hem de sanal alanlardaki etkileri merkeze alındı. Kadınların ve kız çocuklarının pandemi süreçlerinde ilk elden şiddete maruz kalan kesimler olduğuna dikkat çekilen raporda, hükümetlere ve sivil toplum kuruluşlarına da kadın yönelik şiddeti önlemeye ilişkin öneriler yer aldı. 

Dünya genelinde 15-49 yaş arası 243 milyon kadın ve kız çocuğunun son 12 ay içinde hem cinsel hem de fiziksel şiddete maruz kaldığı bilgisinin yer aldığı raporda, güvenlik, sağlık ve ekonomik alanındaki kaygılar ve endişeler nedeniyle şiddetin daha da körüklendiği ifade ediliyor. Pandemi süreci başladığından beri ortaya çıkan yeni verilere göre;

  • Fransa’da 17 Mart’tan itibaren fiziksel izolasyon ile beraber, ev içi şiddetin oranı yüzde 30 artmış durumda.
  • Arjantin’de de yine acil çağrı merkezlerine ev içi şiddetten kaynaklı olarak 20 Mart’tan itibaren yüzde 25 artış söz konusu.
  • Kıbrıs ve Singapur’da acil yardım hatlarında yüzde 30-33 arası artış var.
  • Kanada, Almanya, İspanya, Birleşik Krallık ve Amerika gibi ülkelerde de ev içi şiddetten kaynaklı yardım merkezlerinin aranma oranı da fazlasıyla artış gösteriyor.

KADINLAR EN YAKINLARI TARAFINDAN ÖLDÜRÜLÜYOR

Raporda, 2017 yılında öldürülen 87.000 kadının katillerinin ya aileden birinin ya da partnerleri olduğu bilgisi var. Kadınların 3’te 1’inden fazlası var olan ya da eski partnerleri tarafından öldürüldüğü ifade ediliyor. COVID-19 sürecinde, Nisan ayının başından beri fiziksel izolasyonla beraber, kadına yönelik şiddetin çok daha kötüye gittiği bilgisi yer alıyor. Mevcut verilerin şiddete maruz kalan kadınların her türlü yardıma ihtiyaç duyduğu ifade edilen raporda, kadınların yüzde 10’undan azının kolluk kuvvetlerinden yardım istediği, daha çok aile üyelerinden ya da arkadaşlarından yardım istediklerine dikkat çekiliyor. Çeşitli ülkelerde güvenlik, sağlık ve ekonomik endişelerin artmasının, kadın yönelik şiddeti arttırdığı bilgisi yer alıyor.

SALGININ KADIN VE KIZ ÇOCUKLARI ÜZERİNDEKİ ETKİSİ…

COVID-19’un kadınlar ve kız çocukları üzerindeki etkisi şöyle özetleniyor;

Avustralya’daki Yeni Güney Galler Kadın Güvenliğinin araştırmasına göre, yardım taleplerinin yüzde 40 arttığı, pandemi ile birlikte sağlık, güvenlik ve sosyal alanlar gibi temel hizmetlerde dahi aksamalar yaşandığı belirtiliyor. Bu durum, şiddete maruz kalan kadınlar ve kız çocuklarının destek almaları konusunda daha fazla zorlanacaklarının bir göstergesi olarak ifade ediliyor. Örneğin, İtalya’da bir aile içi şiddet yardım hattına başvurunun Mart ayının ilk iki haftası içinde yüzde 55 oranında bir düşüş olduğu belirtiliyor. Benzer bir düşüş, Fransa’nın kuzeyinde bir kadın sığınma ağı tarafından da kaydedilmiş durumda. Bu durum, şiddetle karşı karşıya kalan kadınların, bu durumla başa çıkmaları ya da bulundukları alandan uzaklaşmalarına yardımcı olabilecek kaynaklara erişimlerinin olamadığını gösteriyor. Ayrıca bu erişimsizlik kadınların yine kadın hakları ağları, sağlık çalışanları, dini kişi ve kurumlar ve kadına yönelik şiddet ve kadın haklarına yönelik çalışan çeşitli sivil toplum kuruluşlarına erişimini de engelliyor. Cinsiyet ayrımcılığının yoğun olarak yaşandığı kimi ülkelerde bu tür kurumlara erişim sağlanması için internet, cep telefonu, bilgisayar gibi ekipmanları dahi olmayan kadınlar olduğu bilgisi var. Tersinden bakacak olursak, teknolojik ekipmanlara ulaşabilen kadınlara yönelik şiddette de artış var. Raporda, AB’nin verilerine göre, COVID-19 süreci öncesinde, her 10 kadından birinin 15 yaşından itibaren müstehcenlik içeren e-postalar, SMS’ler ya da sosyal paylaşım siteleri üzerinden bir şekilde siber taciz yaşadığı ifade ediliyor.

Kadınların cinsel şiddet korkusu ve deneyimleri, kamusal alanda maruz kaldıkları diğer şiddet biçimlerinin Ebola pandemi sürecinde gördüğümüz üzere, artacağı ön görülüyor.

COVID-19’UN EKONOMİK ETKİLERİ…
COVID-19 pandemisi sürecinde şiddetin sosyal ve ekonomik maliyeti düşünüldüğünde başta mağdurlara sunulacak hizmetlerin kısıtlanması söz konusu. İşletme ve endüstrinin kapanması ile birlikte birçok kadın işsiz kaldı ya da ücretsiz – yıllık izne gönderildi. Bu da ülke nüfuslarında çok ciddi ekonomik bir baskı oluşturmaya başladı. Kadınların çoğu güvencesiz, düşük ücretli, yarı zamanlı ya da kayıt dışı çalışıyor. Dolayısıyla gelir güvenliği ve sosyal korumaya çok az sahip olan ya da olmayan kadınlar, kriz zamanlarında normalden çok daha az korunabiliyorlar. Raporda, salgın krizi sonrasında sosyo-ekonomik eşitsizliklerin, işsizliğin, ekonomik sıkıntıların ve güvensizliğin artacağı, COVID-19’un ekonomik etkisi nedeniyle yerel kadın örgütlerinin uzun vadede kadınlara yardım sunma konusunda ciddi sorunlar yaşayacağı ifade ediliyor.

Raporda, çeşitli hükümetlerin ve sivil toplum kuruluşlarının COVID-19 salgın sürecine müdahale etmesi ve kadınların güvenliğini sağlamak adına attıkları bazı adımlara da yer verilmiş.
-Kanada’da aile içi şiddet sığınakları salgın süresince açık kalıyor. Kanada hükümeti, cinsel ve cinsiyete dayalı şiddete maruz kalan kadınlar için 50 milyon dolarlık bir yardım paketi hazırlamış durumda.
-Quebec ve Ontario’da bulunan sığınma evleri temel hizmetler arasında yer alıyor ve fiziksel izolasyon süreci boyunca açık kalacak.
– Fransa’da sığınma evlerinin kapasitesi aşıldığı için, aile içi şiddet görenler otellerde konaklayabilecek. Karayipler’de dahil olmak üzere birçok ülke alternatif konaklama yerleri araştırıyorlar.
-Çin’de #AntiDomesticViolenceDuringEpidemic hashtagi ile online olarak şiddete karşı bir tutum sergiliyor.
-Güney Afrika’nın Doğu Cape bölgesinde kayıt dışı çalışan kadınların yanı sıra, HIV ve AIDS’ten etkilenen genç kızlar ve kadınlar ve cinsiyete dayalı şiddete maruz kalan kadınlara sunulan hizmetlere destek veriliyor.
-Almanya, Fransa ve İngiltere ise şiddete maruz kalan kadınlara hizmet sunan kuruluşlara ek olarak fon tahsis ediyor.
-Karayipler’de bir ülke olan Antigua ve Barbuda’da online ve mobil servis sağlayıcısı, salgın sürecinde yardım hatlarına ücretsiz ulaşım imkanı sağlıyor.
-İspanya Madrid’de lokasyon özelliği olan bir ‘anlık mesajlaşma’ hizmeti ile anında psikolojik destek sunan bir online yardım sağlıyor.
-Kanarya Adaları’ndaki kadınlar, aile içi şiddeti ‘Maske 19’ koduyla eczanelere bildirip, kolluk kuvvetlerinden yardım talep edebiliyor.
-İngiltere’ Cumbria’da postacılar ve kargo çalışanlarını istismar belirtileri aramak üzere görevlendirdi. ‘Parlak gökyüzü’ (Bright Sky) adlı uygulama ile kadınlara şiddet durumunda destek sağlıyor ancak telefonu partneri ya da şiddeti uygulayan kişi tarafından kontrol edilen kadınlar için bu uygulama gizli hale getirilebiliyor.
-Dijital ortam üzerinden hukuk sistemindeki yavaşlama ve aksaklıklara dair geliştirilen çeşitli stratejiler olduğu belirtilen raporda, Arjantin’de yargı süreçlerini hızlandırmak üzere adımlar atıldığı, koruma talep etmiş olan kadınların koruma sürelerinin 60 gün daha uzatıldığı ifade ediliyor.
– Kolombiya’da hukuki ve psikososyal hizmetlerin yanı sıra polise ve yargıya online olarak erişim sağlanması için hükümet bir kararname yayınladı.
Bazı başkaca ülkeler ise, aile içi şiddet mağdurlarının davalarını ertelememek için ise telekonferans üzerinden mahkeme işlemlerine devam ediyor.

ŞİDDETE KARŞI BM KADIN KOMİSYONUNDAN ÖNERİLER…

Raporda, BM Kadın Komisyonunun hükümetler ve Birleşmiş Milletler Ajanslarına acil eylem önerileri de var;

  • COVID-19 ulusal müdahale planlarında kadınlara ve kız çocuklarına yönelik şiddete yönelik ek kaynaklar tahsis edilmesi ve kanıta dayalı tedbirler eklenmesi,
  • COVID-19 sırasında şiddete maruz kalan kadınlar için hizmetlerin güçlendirilmesi
  • Cezasızlığı önleme ve müdahale kalitesini artırmak için temel hizmetlerin kapasitesini geliştirme,
  • Kadınları politika değişikliğinin, çözümlerinin ve toparlanmanın merkezine yerleştirilmesi,
  • COVID-19 sürecinde kadınlara ve kız çocuklara yönelik şiddetin etkisini anlama ve cinsiyete dayalı şiddetin verilerinin toplanmasını sağlama.

Raporun dikkat çeken başlıklarından birisi de sivil toplum kuruluşları ve BM kurumlarına acil eylem önerileri. Şöyle;

  • COVID -19 sürecinde kadınlara ve kız çocuklarına yönelik güçlü bir farkındalık yaratma ve bilinçlendirme çalışmaları inşa etme,
  • COVID-19 salgını sırasında güçlenen cinsiyete dayalı kalıp yargıların ve kışkırtılan erkekliğin (kadınların hane içi iş yükünün artması, ekonomik güvencesizlik ve işsizlik vb) önüne geçen tedbirler alma, erkekleri stresle baş etmenin sağlıklı yollarına teşvik eden hedefli mesajlar verilmesi,
  • Kadına ve kız çocuklarına yönelik artan bu şiddetin görünürlüğünü arttırmak için medya kuruluşları ile temasa geçme ve şiddeti yaratan faktörleri COVID-19 süreci ile bağlamında nasıl şiddetlendiğini gösterme,
  • Kamu hizmetlerini kullanarak, aile içi şiddete maruz kalan kadınlara, farklı kadın grupları için ulaşılabilirlik yöntemlerini kullanarak, istihdama nasıl güvenli bir şekilde devam edeceği konusunda destek sağlama,
  • Bu süreçte evden çalışan, hem kadınların hem de kız çocuklarının evde şiddet görmesi durumunda bunlara nasıl müdahale edileceği konusunda küresel rehberlik eşliğinde özel sektörü duyarlı hale getirme ve onlarla temasa geçme,
  • Yerel ve bölgesel kurumların, salgının farklı aşamalarında kadınlar ve kız çocukları için kamusal alanları daha güvenli hale getirmeyi sağlama.
