Başbakan Edouard Philippe, 28 Nisan Salı günü Meclis’de Fransa’da ülke hayatının “normalleşmesi” planını açıkladı. Saat 15’de başlayan konuşmaya Meclis’teki grupları temsili olarak sadece 75 milletvekili katıldı. 

Başbakana göre ülkede 14 Nisan’dan bu yana yeni vakaların düşmesi ve 8 Nisan’dan bu yana ise yoğun bakımda olan hasta sayısının giderek düşmesi 11 Mayıs’tan itibaren aşamalı olarak ‘’normalleşme’’ sürecini başlatmayı mümkün kılıyor. Fakat bu tarihten önce eğer veriler olumlu yönde ilerlemeye devam etmezse bu tarih ertelene bilinir.

Macron ve Philippe planının üç temel ilkesi

Başbakanın sunduğu “normalleşme” planı üç temel ilke üzerinden yükseliyor. Bunlardan birincisi bugüne kadar zaten uygulanan virüsten korunma bireysel yöntemlerinin katı bir şekilde devam etmesi. Virüse karşı bir aşının bulunmasının daha aylar alacağını ve dolayısıyla Covid-19’un daha uzun süre dolaşmaya devam edeceğini belirten Başbakan, vatandaşların fiziksel mesafeyi korumaya, ellerin sürekli yıkanmasına ve dirseğe hapşırmaya devam etmesi gerektiğine vurgu yaptı. İkinci ilke ise ikinci bir salgın dalgasının hala ciddi bir tehdit olduğunu sürekli göze önünde bulundurarak buna uygun olarak alınacak kararları aşamalı olarak uygulamaktır. Başbakanın sunduğu planın son ilkesi ise salgının her bölgeyi aynı şekilde etkilememesinden dolayısıyla uygulamayı ise bölgesellik düzeyine indirgemek oldu. Bu ilkelerden hareket ederek hayatın ‘’normalleşmesi’’ planı üç temel yöntem üzerinden olacak: ‘’korunma’’, ‘’test yapma’’ ve ‘’izole etme’’. 

Planın üç temel yöntemi: ‘’korunma’’, ‘’test yapma’’ ve ‘’izole etme’’. 

Hükümetin planına göre birinci temel yöntem korumak ve korunmaktır. Korunmak için maske takmanın artması ve kimi koşullarda ise zorunlu olacak. Başta sağlık emekçileri olmak üzere ülkede yaşanan ciddi maske eksikliğine de bu fırsatta cevap evren Philippe, ilk haftalarda vatandaşa maske takmanın gerekli olmadığını belirtmesini bilim insanlarının söyledikleri üzerine yaptığını belirtti. Bugün aynı bilim insanlarının ise maske takmanın gerekli olabileceğini belirtmesini ise virüs konusunda her geçen gün bilimsel bilginin artmasıyla açıkladı. Fakat Başbakan devlet rezervlerini bilerek boşaltıldığını ve bunun ciddi sıkıntılara yol açabileceği yönde yapılan uyarılara uymadıklarının ise üzerinden atladı.

Artık maske takmayı teşvik ettiklerine değinen başbakan 11 Mayıs’a kadar bezden maske sayısının ciddi oranda artacağının ve yurt dışından yeterince sağlık emekçilerine ayrılmış FFP2 maskelerinden getirileceğini de ifade etti. Fakat bu maskelerin parayla satılması ya da herhangi bir fiyat belirlenmemesi konusunda son haftalarda yapılan eleştirilere de cevap vermedi. 

İkinci yöntem ise yaygın test yapma olacak.  11 Mayıs’tan itibaren kamu ve özel laboratuvarlarda haftada 700 bin test yapılabilinecek. Bu sayının tesadüfen değil de bilim insanlarının önerileri üzerine belirlendiğini belirten Philippe, en son yapılan bilimsel öngörülere göre 11 Mayıs’tan itibaren virüsün günde 1000 ile 3000 kişiye bulaşabileceğini, her yeni vakanın ise günde 25 kişiyle irtibat halinde olacağı belirtiliyor. Günde 25 kişiyle irtibatı olan 3000 yeni vakanın haftada yarım milyon yeni vakanın olabileceğini, bundan dolayı 700 bin testin yapılacağı belirtiliyor. Plana göre temel amaç yeni vakaların ve irtibatta geçtiği kişileri hızla tespit edip derhal izole etmek. Bu test masraflarını da Sosyal sigortanın karşılayacak ve izole edilen kişiler ister kendi evlerinde aileleriyle, ama bu durumda tüm aile karantina da olacak, isterlerse de ayrı bir otelde kalabilecekler. 

Ülkede yoğun tartışmalara neden olan StopCovid telefon aplikasyonu konusuna da değinen Başbakan, bu aplikasyonun şimdilik büyük kentlerde uygulamaya uygun olmadığını ve bireysel özgürlükler konusunda da doğurduğu kaygıların anlaşılır olduğunu ifade etti. Philippe bu aplikasyonun yürürlüğe girmeye hazır olduğunda yeniden Meclis’i toplayacağını ve bu konuda bir oylamaya gidileceğini belirtti. 

Eğer bu yöntemleri uygulama olanağı olmazsa 11 Mayıs ertelenebilinecek 

Başbakan’a göre bu yöntemlerin uygulana bilmesi bilimsel öngörülerin devam etmesi gerekiyor. Örneğin eğer 11 Mayıs’a kadar vaka verileri ve yoğun bakımda olan hasta sayısı düşmeye devam etmezse açıklanan plan ertelenebilecek. 

Bilimsel öngörülere göre günde azami olarak 3000 yeni vaka tabanını aşma ihtimali olursa Başbakan buna uygun test yapma ve izole etme planının uygulanmasının zorlaşacağından dolayı ya evden çıkma yasağı devam edecek ya da daha sıkı koşullar altında gerçekleşecek. Başbakana göre hükümet yeniden şu üç kıstası sürekli göz önünde bulunduracak: 7 gün içinde yeni vaka sayısının yüksek olması, yoğun bakımda olan hasta sayısının artması ya da bölgesel düzeyde test yapabilme kapasitesinin yeterince arttırılmaması. Bu çerçevede Sağlık genel müdürü Perşembe gününden itibaren her akşam bölgelerin durumuna dair bilgilerde sunacak. 

Okullar aşamalı olarak açılacak fakat istemeyen aileler göndermek zorunda olmayacak

Eğer her şey sunulan öngörülere göre gerçekleşirse hayatın “normalleşmesi” aşamalı olarak gerçekleşecek. İlk aşama 11 Mayıs’tan 2 Haziran arasında gerçekleşecek. 

Bu ilk aşamada okul daha önce belirtildiği gibi açılacak fakat ilk hafta ana ve ilk okula öncelik verilecek. Ayın 18’inden itibaren ise orta okulların ilk ve ikinci (6e ve 5e) sınıfları açılacak. Bu sınıflarda olan öğrenciler, fiziksel mesafeleri koruyabilmek için, azami olarak sınıfta 15 kişiyi geçemeyecek ve maske takmaları zorunlu olacak. Eğer kendi maskeleri yoksa okul onlara maske verecek. Öğretmenlerin maske takması da zorunlu olacak. Liselerin açılıp açılmayacağı ise 2 Haziran’da değerlendirilecek ve veriler olumlu olduğu koşulda ilk önce meslek liseleri açılacak.  Fakat daha önce Eğitim Bakanı Jean-Michel Blanquer’in tersine Başbakan okullara gitmenin zorunlu olmayacağını ve ailelerin gönüllülük temelinde gerçekleşeceğini belirtti. 

Kreşlerde açılacak fakat gruplar 10 çocuğu geçmeyecek. Başbakan kreşlerde işe gitmek zorunda olanlara öncelik verilmesini istedi. 

Yaşlılar için evden çıkma yasağı olmayacak

En riskli grup olan 65 yaş üstünde olanlar için de 11 Mayıs’tan itibaren evden çıkma yasağı kalkacak. Fakat Başbakan virüsün dolaşımının devam ettiğini ve bunların hala riskli grup olduğunu hatırlatarak sorumlu davranmaya devam etmeye çağırdı. Zorunlu olmadıkça evden çıkmamaya, aile fertleriyle görüşürken fiziksel mesafeleri korumanın hala gerekli olduğunu hatırlatan Philippe bu yaş grubunda olanların dikkat etmelerinin kendi sağlıkları için önemli olduğunu vurguladı. 

İşyerleri de açılacak 

Philippe’in sunduğu bu plana göre işyerleri 11 Mayıs’tan itibaren açılacak. Başbakan şirketlere evde çalışma olanağı olan işçilerin bu şekilde çalışmaya devam ettirmeye çağrı yaptı fakat bu konuda bir zorunluluk olmayacak. Diğer işçi ve emekçiler için ise bireysel korunma yöntemlerinin alınmasına yönelik Çalışma Bakanlığı 11 Mayıs’a kadar farklı iş branşlarına göre dosyalar hazırlayacağını ilan etti. Başbakan bu perşembe sendikalarla görüşecek ve işçi ve emekçileri korumaya yönelik önerilerini dinleyecek. Bu konuda alınacak somut önlemler önümüzdeki günlerde açıklanacak.  

Maddi sıkıntıda olan küçük işyerleri için önümüzdeki dönem de önerilerde bulunulacak ve maaşların yüzde 84’ünü karşılayan geçici işsizlik haziran ayına kadar devam edecek. 40 bin metrekareden büyük AVM’ler ise şimdilik kapalı kalmaya devam edecek fakat Valilerden özel izin alınabilecek. Pazarlarda 11 Mayıs’tan itibaren açılacak. 

Toplu taşımalar sorunu 

Fakat ülke ekonomisinin tekrar başlaması için toplu taşımanın da yürürlüğe sokulması gerektiğini belirten Başbakan, 11 Mayıs’tan itibaren Paris ve çevresindeki metro hattı RATP’nin sunduğu tren kapasitesinin yüzde 60’a ulaşacağını belirtti. Aynı sorun diğer metropoller içinde geçerli elbette. Sosyal mesafenin korunabilmesi için tren ve otobüslere binme kapasiteleri azaltılacak ve maske takmak zorunlu olacak. Bunun sağlanabilmesi için bu toplu taşıma araçlarını kullanım sabah ve akşam iş başlangıcı ve çıkışı saatlerinde çalışanlara ayrılacak. Fakat bunun nasıl uygulanacağı daha bilinmiyor. 

İlk aşamadaki yasaklar 

Hayatın “normalleşmesi” planının ilk aşamasında kimi yasaklar devam edecek. Evden çıkma yasağı kalkacak fakat mesleki bir neden dışında 100 kilometre ötesine gidilemeyecek. Kafeterya ve restoranlar kapalı olmaya devam edecek. Bunların açılması için mayıs sonuna doğru bir değerlendirme yapılacak ve planın ikinci aşamasından itibaren mümkün olabilecek. Sportif karşılaşmalar, parklar, büyük müzeler, sinemalar, kalabalık kültürel etkinlikler de yasak olmaya devam edecek. Yine dinsel kutlamalara da izin verilmeyecek.
