« Sokağa çıkma yasaklarının kademeli olarak kaldırılması başlatılacak »; bu açıklama günlerdir merakla bekleniyordu. Zira Edouard Philippe ve Sağlık Bakanı Oliver Véran 11 Mayıs’a kadar eğer virüsten koruma önlemlerinde « gevşeme » olduğu durumda evden çıkma yasaklarının kaldırılmasının sorgulanabileceğini ve bu sürecin uzatılabileceğini belirtmişti. Bunu belirtirken, diğer yandan, hayatın “normalleşme” sürecinin tekrar başlamasının da “oluşturulması gereken bir dengeye” bağlı olduğunu ve salgının yeniden canlanma hipotezini de göz ardı etmediklerini ifade ediyordu. Edouard Philippe, 6 Bakanıyla birlikte yaptığı bu önemli açıklamada birçok önlemi detaylandırdı, ancak belirsiz kalan hala birkaç konuda bulunuyor.

İkiye bölünmüş bir ülke

Tüm ülke 11 Mayıs Pazartesi gününden itibaren evden çıkma yasağı döneminden kademeli olarak çıksa da, bu durum hala « kırmızı » görünen dört bölgede daha kontrollü olacaktır. Bu bölgeler; Ile-de-France, Hauts-de-France, Bourgogne-Franche-Comté ve Grand-Est bölgeleridir. Buralarda ortaokulların veya parkların yeniden açılması şimdilik söz konusu değil. Ancak Başbakan Philippe, salgına karşı yaşlı ve başka kronik bir hastalığı olan kişiler için evde kalmanın artık bir zorunluk olmayacağını, fakat başta hala kırmızı olan 4 bölge olmak üzere tüm ülkede bunlara gönüllülük temelinde katı ihtiyatlı kurallara uymaya devam etmeye davet etti. Bu özelliklede 12 buçuk milyonluk bir nüfus ve ülke gelirinin dörtte birinin gerçekleştiği Ile-de-France için daha fazla geçerlidir. Ile-de-France’da iş başlangıç veya çıkış saatlerindeki yoğunluğu engelleyebilmek için toplu taşımada işyerinden alınan bir sertifika gerekecek veya « seyahat etmek için geçerli bir nedene » ihtiyacımız olacaktır. Ile de France bölge başkanı olan Valerie Pecresse’in talebi üzerine alınan bu önlemle sabah ve akşam saatlerinde metro, tren ve otobüsler çalışanlar ayrılacak. Sertifikasız yolcular için ilk günlerde tolerans tanınacak fakat ilerleyen günlerden itibaren 135 euro ceza kesilecek. Ayreten maske taşımakta zorunlu olacak. 

Ayrıca 40.000 m² den büyük alışveriş merkezleri kapalı kalacaktır. Fakat kimi şirketlerin başvurusu üzerine Valiler durumu değerlendirdikten sonra özel izin verebilecekler. 

Test etme süreci nasıl düzenlenecek? 

Testler konusunda, Sağlık Bakanı Olivier Véran, ‘’virüs bulaşmış olması muhtemel olan kişilerin yanı sıra zincirleme yoluyla temas halinde oldukları kişilerin tümünü kitlesel olarak test yapmaya hazırız’’ dedi. Bu konuda, Hükümet, ilk kez, tüm hastaları izole edebilmek için şüphesiz temel araç olan bu virolojik testlerin, bölgelere göre Fransa’nın bir kapasite haritasını yayınladı. Sunulan haritaya göre, Fransa’nın tamamı yeşil, yani haftada 700.000 test yapma tahmini ihtiyaçlarına yetecek kapasitede olduklarını belirtiliyor. 

Bakana göre Virüs belirtileri olan insanlar pratisyen hekimlerine başvurmalıdır. Test pozitifse, Doktor Sağlık Sigortası ile (Assurance Maladie) iletişime geçecek ve bu kurum hasta takibini devralacak. Hasta ile temas halinde olan kişileri zincirleme yoluyla « tespit etmek » için bir « soruşturma » başlatılacak. Covid-19’u yakalamış kişiye gelince, sekiz ila on gün boyunca izole edilecektir. Bu izolasyon süresi ister evinde, fakat bu durumda tüm aile karantinaya alınacak, isterse de Devletin sunacağı bir otelde geçecek. Çalışan işçiler bu süre boyunca maaşlarını Sosyal sigortadan alacaklar. Hasta ile temas içinde olan kişiler ise bir hafta karantinaya alınacak ve yedinci gün test yapılacak. Eğer testi pozitif değilse karantinası kaldırılacak. 

Maskeler konusu hala karmakarışık

Salgına karşı mücadelenin diğer önemli araçlarından birisi olan fakat hala çok hassas bir sorun olan maskeler konusunda, İçişleri Bakanı Christophe Castaner, 11 Mayıs’ta « hedefimiz herkesin bir maskeye erişebilmesi » olduğunu tekrarladı. Açıklamaya göre Devlet 11 Mayıs’tan sonraki günlerde tek kullanışlı maske dağıtacak, her hafta 5 milyon maske ise Valilikler tarafından ekonomik sıkıntısı olan insanlara dağıtılacak. Ayrıca Covid-19 vakalı kişilerin eczanelerde, sağlık sigortasının yüzde 100 karşılayacağı maskeleri almalarına izin verilecek. Ancak herkese ücretsiz bir maske dağıtılmayacak. Çünkü birkaç haftadır kimi belediyeler, Devletin talimatlarını beklemeden bu konuda organize olup ücretsiz maske dağıtımı yapmışlardı. Belirtmek gerekiyor ki devlet 13 Nisan’dan beri Belediyeler tarafından verilen maske siparişleri için sadece yüzde 50 katkıda bulundu. Bu durumda, devletten bağımsız olarak ve kendi durumlarına göre çaba harcayan Belediyelerin hizmeti dışında her vatandaş maskesini kendisi satın almak zorunda. Bu satışlar için (satış noktaları: Mağazalar, eczaneler veya sigara satıcıları -Tabac’lar) Ekonomi Bakanı Bruno Le Maire, KDV’nin yüzde 5,5’e düşürüleceğini belirtti fakat çok açıktır ki herkesin düzenli olarak tek kullanımlık maskeler alamayacağı görünüyor.  

UFC-Que Choisir tüketiciler derneğinin yaptığı bir açıklamaya göre kısa vadede geçmemesi beklenen pandemi sürecinde maskeler için yapılacak harcama birçok insan açısından kesinlikle muazzam bir bütçe. Zira şu an büyük esnaflarda yaklaşık 60 sente satılan tek kullanımlık maskeyi bir aile için günde iki veya üç tane alınması gerektiğini göz önünde bulundurursak, “günde 7,20 avro yani ayda yaklaşık 200 avro’luk bir masraf oluyor”.  

Tabi bu piyasadaki en ucuz maskeler için geçerlidir. Çünkü bugün fiyatlar üzerinde hâlâ tamamen bir belirsizlik söz konusu ve fiyatları belirleyen piyasa kurallarıdır. 

Başından beri maskeler konusundaki belirsizlik, milletin kendi kendine evinde maske üretmesi, Belediyelerin kendileri acele bir şekilde sipariş ve dağıtımı organize etmeleri, fiyatlar konusundaki kontrolsüzlük vs. hükümetin ne kadar yetersiz kaldığını göstermiştir. 

Eğitim: Jean-Michel Blanquer’e göre 12 Mayıs’tan itibaren okulların %80 ila 85’i açılıyor

Eğitim Bakanı Blanquer sunulan takvimi doğruladı. İlkokullar 11 Mayıs Pazartesi gününden itibaren yeniden açılacak ancak bugünün öğretmenlere ayrıldığını ve çocukların dönüşünü hazırlamaya yönelik bir gün olduğunu belirtti. Yani öğrencilerin 12 Mayıs’tan itibaren okullara geri dönebileceğini, bu tarihin « okulun büyüklüğüne ve yerel koşullara » göre 14 Mayıs Perşembe gününden itibaren olabileceğini de belirtti. Ailelerin bu hafta bilgilendirileceğini söyledi. Burada nüans hassas olsa bile, okulların 11 Mayıs’ta yeniden açılacağını kesin olarak söyledikleri zamanla karşılaştırıldığında bakış açısındaki değişikliğine dikkat etmek önemlidir. Bu düzenleme ile Bakan, okulların « yüzde 80 ile yüzde 85 » nin önümüzdeki hafta açılacağını ve bir milyon öğrencinin okullarda ağırlanabileceğini belirtti. Ona göre, sınıflarda 130.000 öğretmen bulunacak, diğerleri (Fransa çapında toplam 380.000 ilkokul öğretmeni var) uzaktan, yani evlerden, öğretim sağlamaya devam edecekler.

Yeşil olan bölgelerde bulunan ortaokullar ise 18 Mayıs Pazartesi gününden itibaren sadece orta bir ve ortak ikinci sınıfları (6e ve 5e) öğrencileri için açılacak. Fakat salgının durumu açısından “kırmızı” kalan 4 bölge (région) ve 32 departmanlar (départements) için ortaokulların açılması en iyi durumda, salgın açısından “yeni aşama” olacağı tahmin edilen Haziran ayın başında olabilecek. Aynı durum meslek liseleri için de geçerlidir. Son olarak tekrar hatırlatılması gereken, okullar gönderme gönüllülük temelinde olacak ve istemeyen aileler sorun olmadan çocuklarını göndermeyecekler. 

Ulaşım: koruma önlemleri ve fiziksel mesafe gerekecek

Toplu taşıma operatörleri tren, metro, otobüs, tramvay gibi araçlarda sağlık kurallarının uygulanmasındaki zorluklara günlerdir dikkat çekerken, hükümet bu karardan vazgeçmedi ve birkaç tedbire güvenerek, 11 Mayıs Pazartesi gününden itibaren toplu taşıma araçları hizmete başlayacak.

Ekolojik geçiş Bakanı Élisabeth Borne, maske kullanmanın (11 yaş ve üstü kullanıcılar için bu zorunlu olacak) önleyici önlem ve fiziksel mesafeye (iki koltuktan biri iptal ve yerde işaretleme olacak) uymanın bir zorunluluk olacağını belirtti.
Bakan öncelikle « kentsel alanlarda » olağan trafiğin yüzde 50’sini hedefleyen bir artışa güveniyor. Ile-de-France’da RATP için yüzde 75’e kadar serviste bir artış olacağını açıkladı. Bu bölgenin Başkanı Valérie Pécresse’in isteği üzerine bölge özel kurallara tabi olacak: toplu taşımaların en yoğun olduğu saatler işçilere ayrılacak ve bunlardan üzerlerinde « işverenin hazırlayacağı bir sertifika’’ taşıması istenecek. Eğer doldurulmuş ve yolculuk nedeninin belirtildiği bu sertifika veya yüzümüzde maske olmadığı takdirde, 135 Euro para cezası uygulanabilecek.

Son olarak seyahatlerin sınırlandırılmasında başarılı olmak için hükümet, evde-çalışma (télétravail) ve emekçilerin vardiya saatlerinde değişikler gerçekleştirmek istiyor (işe daha geç başlamak, veya işten daha erken çıkmak gibi önlemler). 

Ulaşımın dışında, vatandaşlar artık bir dolaşım belgesi olmadan dışarı çıkabilecekler. Ancak İçişleri Bakanı bu serbest dolaşımın 100 km içerisinde geçerli olduğunu ve bu mesafenin dışına mesleki ya da geçerli bir ailesel nedenle çıkılabileceğini ancak bunun içinde yeni bir sertifika zorunlu olacağını duyurdu.
